Do private companies in the UAE need a formal governance framework?

There is no single statutory code for most private companies, but the Commercial Companies Law, AML rules, beneficial-ownership regulations and the expectations of banks and investors together require one in practice. A proportionate framework is faster to build than to retrofit under pressure.
